Hon. Haliru Jika, is a member representing Ganjuwa Federal Constituency in the House of Representatives. He was one time Speaker of Bauchi State House of Assembly. Jika, in this interview with our correspondent SELYA YARNAP commended the Speaker of the House of Representatives, Hon.Yakubu Dogara for moving a motion to rebuild and reconstruct the North East which has been devastated by the terrorists.
Sir, is good to see you, what has been your experience in the House so far because the House seems to have started with some normal political challenges, how is the experience for you?
First and foremost, I will thank the Almighty Allah for spearing our lives to see today, as you know, the House of Representative is different or independent of that of the State House of Assembly, where in the State Assembly, you have interference from the Executive side but, actually the House of representative is entirely different and entirely independent from the Executive.
Some people look at the crisis that happened as a kind of setback for your party, do you believe that it has been amicable resolved by the leadership of Dogara or you think more is still need to be done?
Actually, what transpired on the floor of the House of Representatives was purely the business of legislators, because part of our responsibilities as legislators or as lawmakers is to ensure that square peck is placed in a square hole which was why we are elected.
We are given the mandate by the electorate to represent them, is a House of Nigeria people and not a House of political parties, so what transpired on the floor of the House is not the affairs of the Peoples Democratic Party (PDP) , All Progressives Grand Alliance (APGA) ,All Progressives Congress (APC), Labour Party (LP) or any of the political parties. It is the House of the Nigeria people from the day we took the oath of office as members of the 8th National Assemble on the June 9, we are members of the National Assembly not just members of APC.
Let ‘s look at your constituency, what do you have in stocked for the people that you are representing, what are your people expecting from you, what are your priority for them?
I said this wherever I go, what inspired me to join politic was the passion I have for youths and women because they are the back bone of every politically and democratically elected government around dawn the clock but, they are first victims of that politics so we want to change that notion. We want to change that normal business, so we want to see how we can impact positively on their lives. So this is one of the major reasons I joined politics.
Recently, members of the National of Assembly from the North-East advocates for a North-East commission, why did you make such moves?
As you can see what transpired on the floor of the House, you can see the mover of that motion is the Speaker himself, he stepped down as the Speaker and move the motion as a member, as Yakubu Dogara because of its importance, when you look at North-Eastern part of this country, it is the most devastated zone in Nigeria. 80 per cent of the insurgency attack happened there; everything from the Boko Haram, North- Eastern part of the country is the most affected area, so we feel it is our priority as the lawmakers especially the Representative of the people of the North-East that we should move for the creation of a sister ministry or agency like the Niger –Delta development commission in order to rebuild or reconstruct and redevelop the North-eastern part of Nigeria. This took the decision of North-Eastern Senators and House of Representatives to move the motions on the floor of the House and the same thing will be done on the floor of the Senate soonest if we resume on the 29th September.
Do you have something in stock to contribute or you only depend on the Federal government to inject money to the projects?
What the Speaker did, was to try to get the President of the Federal Republic of Nigeria to organize the international donor conference for the North East which I believed the World Bank has already pledged two billion dollars to be spend on the North East and I believe that very soon President Muhammadu Buhari will organized that so that we can kick up.
