Reps Jerk Up and Pass N208Bn Virement by Presidency


The House of Representatives on Wednesday hurriedly and curiously passed President Muhammadu Buhari’s virement proposal slightly higher than N180 billion that was initially requested by the President.The House surprisingly had listed the item as a motion in the name of the Chairman House Committee Appropriation Hon. Mustapha Bala Dawaki (APC, Kano) and passed it without a single debate for or against‎.

The House received and read the virement document on October 25, 2016 and kept it pending for until after some interface between National Assembly leadership and the presidency before it was presented and referred on to the Committee on November 16,2016

Swiftly, the House increased the virement request from N180billion by President Buhari to N208.821,671,494 and passed it without debating the proposal after laying the report for consideration at the Committee of the Whole House.

The breakdown of the passed version showed that ‎Recurrent Expenditure for Public Service Wage Adjustment (PSWA) under Service Wide Vote would gulp the sum of N71,800,215,270.00; Contingency is took N1.2billion; Margin for Increase in Cost (MIC) took N2billion; Ministry of Interior Cadet Feeding in Police Academy Wudil, Kano also took N932.4million.

Other items under the Service Wide Vote are: Amnesty Programme which takes away N35billion; Internal Operations of the Armed Forces also takes N5,205,930,270billion; Operation Lafiya Dole gulps N13,933,093,000billion; NYSC scheme under Sports and Youth Development got N19,792,018,400billion while Foreign Missions gulped N16,349,647,078billion.

Again, Meal Subsidy/Direct Teaching and Lab Cost under the Federal Ministry of Education took N900million with a sub total of N167,113, 304, 018billion.

Moreover, under Statutory Transfer,  the Public Complaints Commission gets N2.5billion bringing the Special Intervention (Recurrent) sub-total to N169,613,304,018billion.

Also, under Capital Expenditure, the Nigerian Air Force under the Ministry of Defence got N12‎, 708,367,476billion.

The Presidential Initiative for the North East under Capital Supplementation  got N1.5billion,; Payment of Local Contractors debts and other liabilities will take N25billion bringing the sub-total of  the Special Intervention (Capital) to N39,208,367,476billion; with a grand total of N208,821,671,494billion.

The motion for the virement also touched on the request for N300million appropriated in the 2016 Budget under the Transmission Company of Nigeria (TCN) for the construction of a 13KVA substation in Gwaram, Jigawa state ‎to be vired for the reconstruction of fallen towers, replacement of glass insulators for Gagarawa, Jigawa State.

However, the Appropriation Committee Chairman Hon. Mustapha Dawaki submitted that the Senate is in sync with House on the N28billion increase as he told the House that his motion was an outcome of meetings held with counterparts in the Senate where all alterations were agreed and adopted.

The virement report which was not listed for debate at the Senate was read and passed by the Speaker Hon. Yakubu Dogara who put the question for its passage without further debate.
