IPPS: Agencies secretly recruiting to cover over bloated personnel cost

ADEKUNLE ADESUJI, Abuja

Senate Committee on Anti-Corruption on Tuesday revealed that some government agencies were secretly recruiting to cover for the over bloated personnel cost.

This is even as the Independent Corrupt Practices and other related offences Commission (ICPC) said N9.2 billion was discovered in the accounts of some Ministries, Department, Agencies (MDA) as spendable monies.

The ongoing secret recruitment was sequel to the directives by President Muhammadu Buhari that salary of Civil servants not Integrated Personnel and Payroll System (IPPS) should be stopped by end of October.

The Chairman of the Committee, Senator Kwari Suleiman, who made this known during 2020 budget Defence of ICPC, said those appointment letters are backdated to last year.

According to him, some agencies are currently employing people; they are doing so to cover their tracks on salaries; appointments were given and it will be backdated to last year just to cover their tracks.

Responding to the allegation, the Chairman of ICPC, Prof. Bolaji Owasanoye, indicted academic institutions in the padding of personnel cost.

He had earlier revealed to the Committee that N9.2 billion was discovered in the accounts of MDAs in Central Bank of Nigeria (CBN).

According to him, MDAs are comfortably hiding some monies (N9.2billion). The money is in Central Bank of Nigeria (CBN); if we did not do our work, it would have been padded as personnel cost. We got them to sign off the money from CBN. The money is now available for government to spend.

He said the agencies inflated the personnel cost and workers have been paid, adding that when the ICPC discovered the outstanding of N9.2 billion, they agreed to release the money.
