The Nigerian Content Development and Monitoring Board (NCDMB) and the Oil Producers Trade Section (OPTS), the umbrella body of major international and indigenous operating oil companies has signed a Service Level Agreement (SLA) aimed at shortening the often protracted industry contracting cycle.
